Ο συγγραφέας εξετάζει τις μαρτυρίες στα Λκ 1,5 και Πραξ 12,1-23 και τις συγκρίνει με ανάλογες μαρτυρίες από άλλες αρχαίες πηγές. Υποστηρίζει ότι στην περίπτωση του διπλού έργου του Λουκά πίσω από το όνομα Ηρώδης κρύβονται τρεις διαφορετικές ιστορικές προσωπικότητες:
